The Tinian Dynasty Hotel and Casino became one of the most distinctive casino resorts in the Northern Mariana Islands. Opened in 1998, the Tinian Island property combined a large hotel with casino gaming and became an important part of the island’s economy before financial, regulatory, and tourism problems eventually brought its operations to an end.
The History of Tinian Dynasty Hotel and Casino
The Tinian Dynasty Hotel and Casino was established during a period when casino gambling was being promoted as a potential economic driver for Tinian, one of the Northern Mariana Islands in the western Pacific. The island’s casino industry had been authorised during the 1990s, with hopes that gaming and resort development could attract international visitors and generate employment and government revenue.

The Tinian Dynasty opened in 1998 and quickly became a major landmark in the local tourism industry. A Northern Mariana Islands tourism master plan described the resort as having hundreds of hotel rooms, restaurants, banquet facilities, swimming pools, children’s facilities, and a full-service casino. It was also the only casino that successfully opened and remained in operation on Tinian for an extended period.
For an island with a relatively small resident population, the scale of the resort was significant. The hotel and casino created employment while also supporting businesses and suppliers on Tinian. Contemporary reporting described the Dynasty as the island’s largest employer and taxpayer, underlining the importance of the property to the local economy.

Tinian Island Casino and Tourism
Tinian Dynasty history is closely tied to Tinian’s geography. The island is part of the Commonwealth of the Northern Mariana Islands (CNMI), a U.S. commonwealth in the western Pacific.

Tinian had ambitions to establish itself as a destination for international tourism and casino gambling. The Dynasty was central to those plans. Its large resort facilities were designed to provide visitors with accommodation, entertainment, restaurants, and casino gaming in one location.
The resort reportedly contained 412 guest rooms, including executive and presidential suites, and employed hundreds of people.
The property, therefore, represented more than just a casino. It was a substantial tourism development whose fortunes were tied to visitor numbers, airline connections, and the wider economy of the Northern Mariana Islands.

The Tinian Dynasty Casino Gaming Operation
During its operating years, the Tinian casino provided a destination for high-stakes gamblers travelling to the Northern Mariana Islands. Its casino was an important component of the resort’s business model and helped distinguish the Dynasty from conventional hotels on Tinian.
The resort’s importance also reflected the unusual position of casino gambling within the CNMI. Tinian was a relatively small island, yet its casino industry attracted international attention because of the scale of the investment and the high-value customers it sought to serve.
The Dynasty eventually became particularly associated with VIP gambling and substantial cash transactions. Those activities would later become a major part of the property’s controversial history.
Regulatory Problems and the $75 Million Fine
One of the most significant chapters in Tinian Dynasty Casino history came in 2015.
On June 3, 2015, the U.S. Financial Crimes Enforcement Network (FinCEN) announced a $75 million civil money penalty against Hong Kong Entertainment (Overseas) Investments Ltd., doing business as Tinian Dynasty Hotel & Casino. FinCEN said the casino had committed willful and egregious violations of the Bank Secrecy Act.
According to FinCEN, the casino had failed to establish and implement an adequate anti-money-laundering programme. The agency also said that the casino had failed to file thousands of required currency transaction reports and that staff had facilitated transactions involving large amounts of cash.
The case demonstrated the regulatory challenges facing casinos that handle substantial cash transactions. FinCEN’s action became an important turning point in the history of the Tinian Dynasty Hotel and Casino.
The regulatory controversy was not limited to the corporate operator. In 2014, FinCEN permanently barred former VIP Services Manager George Que from working in financial institutions, alleging that he had helped customers avoid required reporting of large cash transactions.

Typhoon Soudelor and the Decline of the Resort
Regulatory difficulties were followed by serious commercial problems. In August 2015, Typhoon Soudelor affected the Northern Mariana Islands and damaged the region’s tourism industry.
The resulting reduction in visitors placed further pressure on the Dynasty. In September 2015, the company announced that the resort faced closure because of insufficient guest arrivals and negative cash flow following the typhoon. At the time, the hotel had hundreds of employees and was an important source of local employment.
The casino had already experienced a period of closure during 2015. Although attempts were made to resolve the problems and reopen the gaming operation, the casino remained shut while disputes with gaming authorities continued.
The combination of declining tourism, financial difficulties, and regulatory problems proved extremely difficult for the resort to overcome.

What Happened to Tinian Dynasty Hotel and Casino?
The question “what happened to Tinian Dynasty Hotel and Casino?” is central to its modern history.
By 2016, the property’s position had deteriorated considerably. The casino licence was cancelled after the operator failed to meet audit and other regulatory requirements. Reporting at the time stated that the casino operations had been closed since 2015 and that the hotel had also shut.
In March 2016, reports indicated that the hotel was temporarily closing because of a lack of customers and flights. The resort had also reached a settlement with hundreds of workers concerning unpaid wages.
The U.S. Department of Justice subsequently announced a $2.5 million forfeiture involving Hong Kong Entertainment, following an agreement connected with criminal violations. The DOJ described the forfeiture, together with an additional administrative forfeiture, as the largest forfeiture by the United States in Northern Mariana Islands history at that time.
The Legacy of Tinian Dynasty Casino
The history of the Tinian Dynasty Hotel and Casino illustrates both the opportunities and risks associated with casino-led tourism on a small Pacific island.
At its height, the resort was a major employer, taxpayer, and tourism attraction. It demonstrated that a large-scale casino resort could become an important part of the economy of a small island.
Its decline, however, showed how vulnerable such a development could be to changes in tourism, transportation, regulation, and financial conditions. Later research by NOAA recorded that the Tinian Dynasty had closed in 2015 and noted its importance to local employment and the island’s economy.
The property’s story therefore remains an important part of Tinian casino history and the wider history of gambling in the Northern Mariana Islands.
Tinian Dynasty History – My conclusion
The Tinian Dynasty Hotel and Casino occupies a fascinating place in the history of gambling in Tinian and the Northern Mariana Islands. Opened in 1998, it became a major employer and tourism attraction before regulatory violations, financial difficulties, declining tourism, and Typhoon Soudelor contributed to its collapse. Its rise and fall demonstrate both the economic potential and considerable challenges of casino resort development on a small Pacific island.
